REV: 10-14-21 SK <br />disproportionately greater need within any income category in comparison to the <br />needs of the City as a whole, and completes an assessment of such specific needs. <br />o The Nature and Extent of Homelessness: Address separately the need for facilities <br />and services for homeless individuals, homeless families with children, and <br />homeless youths including homeless persons with severe mental illness and/or <br />alcohol and other drug abuse problems, and homeless victims of domestic <br />violence or persons with HIV/AIDS. <br />o Inventory existing facilities and services to assist the above, including outreach <br />and assessment, emergency shelters and services, transitional housing, <br />permanent supportive housing, existing and potential non-congregate shelter <br />facilities, and activities to prevent very low-income households from becoming <br />homeless. <br />o Public Service Needs: Estimate the need for fair housing and landlord/tenant <br />counseling services <br />Phase 2: <br />The Consultant will complete narratives for the HOME ARP Allocation Plan Template and <br />make edits as suggested by staff. The narrative shall include: <br />o Priority needs of the qualifying population; <br />o Descriptions of the activities that will be undertaken utilizing the HOME ARP funds; <br />o Rationale for selecting activities funded; <br />o Housing production goals; <br />o Any preferences to be used under the ARP; and <br />o Any refinancing guidelines under the ARP. <br />The document will be completed as required by HUD and uploaded to an amended 2021 <br />Action Plan in the eCon Planning Suite. <br />Phase 3: <br />The Consultant will respond to any comments or suggestions from HUD after submission. <br />City will pay the Consultant a not-to-exceed amount of $7,750.
