REV: 01-24-2022 SK <br />Exhibit “A” <br />SCOPE OF SERVICES AND FEE <br />Scope of Services: <br />Consultant will provide general technical assistance involving the many stages of Consolidated <br />Planning process, including the implementation of CDBG, CDBG-CV, HOME and HOME-ARP <br />funding. Some of the possible tasks may include the items listed below but are not limited to those <br />listed below. <br />HOME: <br />Review and update policies and procedures to ensure compliance with most up to date <br />items from 2 CDF Part 200 and other federal regulations <br />Train new staff members on HOME basics/job duties, as applicable <br />Walk staff through major tasks to increase compliance with record keeping, including <br />electronic file maintenance <br />Assist with RFQ process and selection of projects, as requested by City staff <br />Assist with annual training of grant recipients, as needed <br />Attend HUD monitoring visit to answer questions on behalf of staff. The consultant will <br />assist with any corrections and responses to HUD monitoring findings or concerns, as <br />needed. If desired by the City, the Consultant can conduct a pre-visit, monitoring the City <br />based on HUD rules in preparation for HUD monitoring visit. <br />Attend annual audit to answer questions on behalf of staff, as needed <br />Conduct bi-weekly conference calls, as needed, with staff to increase compliance with <br />HUD regulations <br />Davis Bacon technical assistance, including help with determining applicability, wage <br />determinations, and review of timesheets and 347 forms, as needed <br />Environmental review basics, including help with the determination of the level of review, <br />instruction for HERO’s screens, and acquiring documentation for review, as needed <br />Other items related to implementation of HOME as requested by the City staff <br />HOME-ARP: <br />Walk staff through major tasks to increase compliance with record keeping, including <br />electronic file maintenance <br />Assist with annual training of grant recipients, as needed <br />Attend HUD monitoring visit to answer questions on behalf of staff.
