REV: 10-28-2022 SK <br />Exhibit “A” <br />SCOPE OF SERVICES AND FEE <br />Scope of Services <br />Consultant will provide general technical assistance involving the many stages of Consolidated <br />Planning process, including the implementation of CDBG, HOME and HOME-ARP funding. Some <br />of the possible tasks may include the items listed below but are not limited to those listed below. <br />HOME Technical Assistance: <br />Continue to update policies and procedures to ensure compliance with most up to date <br />items from 2 CDF Part 200 and other federal regulations <br />Train new staff members on HOME basics/job duties, as applicable <br />Walk staff through major tasks to increase compliance with record keeping, including <br />electronic file maintenance Assist with RFQ process and selection of projects, as <br />requested by City staff <br />Assist with annual training of grant recipients, as needed <br />Attend annual audit to answer questions on behalf of staff, as needed <br />Conduct bi-weekly conference calls with staff to increase compliance with HUD <br />regulations <br />Davis Bacon technical assistance, including help with determining applicability, wage <br />determinations, and review of timesheets and 347 forms, as needed <br />Draft Section 3 plan and Section 3 policies and procedures, as needed <br />Environmental review basics, including help with the determination of the level of review, <br />instruction for HERO’s screens, and acquiring documentation for review, as needed <br />Other items related to implementation of HOME as requested by the City staff <br />HOME ARP Technical Assistance <br />Consultant will work with the City to develop policies and implement the HOME ARP funded <br />projects. Understanding that the guidance for compliance and reporting is still forthcoming from <br />HUD, Consultant understands the scope may evolve to meet changing needs. <br />Revise HOME ARP specific policies and procedures, utilizing HUD guidance when <br />available <br />Develop forms that may be required as part of HOME ARP specific policies and <br />procedures <br />Walk staff through major tasks to increase compliance with record keeping <br />Assist the City with development and implementation of underwriting standards that meet <br />the threshold requirements for HOME ARP funding. <br />Assist with monitoring of HOME ARP funded projects <br />Assist staff with reports required by HOME ARP, as developed by HUD <br />Attend HUD monitoring visit to answer questions on behalf of staff, as needed <br />Conduct bi-weekly conference calls with staff to increase compliance with HUD <br />regulations <br />ATTY/AGR.2022-Amend No. 4/City Consultants & Research (Page 4 of 6)
