REV: 10-28-2022 SK
Attend meetings with project developers or service providers receiving HOME ARP
funding, as needed
2023 – 2027 Consolidated Plan Assistance
Housing Analysis. Consultant will compare the number of households to the number of housing
units. Using the mandated forms, market information, permit data, Consultant will detail the needs
of the community for various income levels, the elderly, public housing residents and families.
Consultant will utilize CHAS (Comprehensive Housing Affordability Strategy) data included in the
eCon Planning Suite as well as any other updated information available through other plans and
community resources.
Homeless Analysis. Consultant will identify if persons experiencing homelessness are being
served and will identify the services needed by these individuals. Consultant will work with local
stakeholders and public service providers to obtain this information regarding current service
levels for homeless individuals. The Homelessness Analysis will cover the performance measures
of the current CoC (Continuum of Care) as well as the unmet needs as established by local PIT
(Point-in-Time) counts.
Non-housing Development Analysis. Consultant will determine the dollar amounts needed to
address economic development, such as job creation and microenterprise assistance, and
community development, such as public facilities and social services. City staff can assist
Consultant with this estimation through surveying of the community development field and other
local departments.
Develop a Strategic Plan. Using all the information collected from the three analyses and the input
collected from citizens across Redwood City, Consultant will write a strategic plan. Goals and
strategies will work in concert with other locally approved plans, such as goals in the CoC
Coordinated Plans, State Planning and Regional Economic Development Initiatives. The strategic
plan will include performance-based goals and outcomes to measure progress and address the
issues identified in the analysis.
Consolidated Plan Narrative. Consultant will complete narratives for the Consolidated Plan based
on the market analysis, citizen participation and the strategic plan of the five-year Consolidated
Plan. The narratives will be written in compliance with HUD regulations and with the approval of
the staffs and other authorized officials within City. The document, including the narratives and
analyses, will be written as part of a Word Document that can be easily updated into the eCon
Planning Suite.
Update to Integrated Disbursement and Information System (IDIS). Consultant will offer technical
assistance to City to upload the Consolidated Plan narrative and other related documents for
submission via the IDIS and eCon Planning Suite.
CDBG Technical Assistance
Work with staff over the course of the year, sending reminders for large task items
during the Consolidated Plan year
ATTY/AGR.2022-Amend No. 4/City Consultants & Research (Page 5 of 6)
