Based on <br />the current one bid received, prior bids received in the same cost range, and a careful evaluation of the <br />very limited pool of qualified pile driving sub -contractors, the project importance, the increasing risk to <br />public safety and the decreasing probability the project, if delayed, would meet the grant funding deadline <br />established by FEMA/Cal OES, staff believes that the low bid is reasonable and recommends awarding the <br />standard construction contract Agreement to Valentine Corporation in the City's interest and benefit <br />Construction is expected to begin in July 2020, and conclude within 134 calendar days. Notice will be given <br />to the public as the contractor is obligated to provide notice to residents and businesses in the project <br />area two weeks prior to the start of work. Signage that contains project information will be posted at the <br />construction site and construction updates will be available on the City's website. This project is permitted <br />to continue as 'Essential Infrastructure' under the current San Mateo County Public Health Officer Shelter <br />in Place Order. <br />FISCAL IMPACT <br />Funds for the Peninsula 2 Potable Water Tank Seismic Improvement Project were previously approved <br />and appropriated in Fiscal Year 2019-20 budget from Water Capital Project Fund. FEMA/Cal OES is <br />contributing $972,017.00 (75% of original project estimate of $1,296,022.67) and the City is obligated to <br />fund the remaining $324,005.67 (25% of original estimate of $1,296,022.67). The low bid from Valentine <br />Corporation is $1,298,369.00. <br />The remaining project budget previously approved by Council for this project to date is $1,475,481.18. As <br />planned, this amount is sufficient to cover the low bid amount of $1,298,369.00 and any small additional <br />costs that exceed the FEMA/Cal OES' grant project estimate of $1,296,022.67. Staff will inform FEMA/Cal <br />OES on the results of the bid, the bid award and the additional costs for possible funding consideration. <br />ENVIRONMENTAL REVIEW <br />As the lead agency, City of Redwood City has determined that the Peninsula Tank No. 2 Seismic <br />Improvement Project meets the California Environmental Quality Act (CEQA) exemption criteria as set <br />forth in Section 21080(b)(4) (disaster preparedness) of the Public Resources Code. Furthermore, all <br />improvements, maintenance and upgrades as proposed are categorically exempt from the requirements <br />of the California Environmental Quality Act (CEQA) per Section 15301 (b) (Existing facilities of both <br />investor and publicly -owned utilities used to provide electric power, natural gas, sewerage, or other public <br />utility services) and (d) (Restoration or rehabilitation of deteriorated or damaged structures, facilities, or <br />mechanical equipment to meet current standards of public health and safety).The project is categorically <br />exempt. <br />This project does not require a National Pollutant Discharge Elimination System (NPDES) General Permit <br />for stormwater discharges associated with construction and land disturbance activities pursuant to <br />Attachment A.2 of Order 2010-0014-DWQ which exempts projects to update existing lines and facilities. <br />Page 3 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />114 <br />
