S.E. - Page 2 of 21 <br />Fund to the Water Fund Capital Projects budget to cover the City's contribution portion of the project cost <br />and provide a small contingency for unforeseen conditions. <br />The Project was advertised for the first time to the public and a bid opening was held on July 2, 2019. Bids <br />were received from four general contractors and the average bid price was $337,429 over the original <br />grant estimate/budget. Due to the grant and City budget constraints, on August 26, 2019 City Council <br />approved staff's recommendation to reject all bids and re -bid the project at a later date after the budget <br />increase request was finalized (refer to Attachment E). <br />On August 13, 2019, City staff requested a budget increase from FEMA and Cal OES. On November 6, 2019, <br />FEMA/Cal OES approved the City's budget increase request of $337,428.67 for a total requested project <br />cost of $1,296,022.67. Indicated on Attachment B, the new additional funding from FEMA is 75% of the <br />increase request amount totaling $253,071.50 therefore, the City's local match share of 25% is increased <br />to $84,357.17 accordingly. <br />The Project was re -advertised, went out -to -bid, and had a public bid opening on January 22, 2020. One <br />bid was received from Valentine Corporation for $1,298,369.00. <br />ANALYSIS <br />The Project proposes improvements to strengthening the tank foundation by means of driving additional <br />steel piles and load transfer concrete slabs, as well as installation of flexible pipe -to -tank connections to <br />allow certain degree of freedom to prevent pipe or tank structural damages during an earthquake. <br />The main components of the Project include: <br />• Driving sixty-four battered 12 -inch diameter steel piles; <br />• Construction of thirty-two concrete pile caps and load transfer slabs; <br />• Installation of three Flex -Tend (flexible connectors) to connect tank to exterior pipelines; <br />• Remove and Replace a segment of existing tank sub -drain with a flexible pipe; <br />• Disinfection and testing of pipes and fittings; and <br />• Install three Test Piles at 60, 42 and 25.5 feet embedment respectively. <br />Staff has conducted a Non -mandatory Pre-bid meeting on January 8, 2020.
