Redwood City 2020 proposes to provide funds to the Child Care Coordinating <br />Council of San Mateo County for Build Up to meet the following deliverables: <br />• Convene partners, including Child Care Coordinating Council, Child Care Partnership Council, First <br />5 San Mateo County, Redwood City School District, City of Redwood City, and other stakeholders <br />to be determined <br />• Perform strategic community involvement activities, including, but not limited to driving <br />conversations about reusing and re -designation of facility space <br />• Provide technical assistance to a wide variety of stakeholders, including developers, child care <br />operators and child care home providers to increase knowledge and capacity to preserve, <br />develop, and expand child care spaces <br />• Leverage partnerships to tie child care to other community infrastructure, such as housing and <br />transportation <br />• Identify opportunities for collaboration and revenue generation, working with the Redwood City <br />2020 team to pursue partnership and funding to support the advancement of this initiative <br />• Serve as advocate and support the implementation of solution -oriented pilot projects <br />• Support and align with the work of the Child Care Coordinating Council, Build Up SMC, etc. <br />• Additional deliverables to be determined in partnership with the City of Redwood City and <br />Redwood City 2020 <br />ANALYSIS <br />A December 2018 study by the Center for American Progress identifies multiple neighborhoods in <br />Redwood City as "child care deserts." A child care desert is any census tract with more than 50 children <br />under age five that contains either no child care centers or so few options that there are more than three <br />times as many children as licensed child care slots. <br />The lack of adequate and affordable child care in Redwood City and North Fair Oaks is a significant barrier <br />for young people and their families in several key areas: children leveraging early learning opportunities, <br />local organizations hiring and retaining staff, parents re-entering the workforce, and families balancing <br />their budgets, particularly when housing costs are skyrocketing. In October 2017, Redwood City 2020 <br />hosted a Child Care Solutions Hackathon in which diverse stakeholders collaborated to address this acute <br />community challenge. In attendance were child care providers, leaders from community organizations, <br />developers, early childhood educators, funders, leaders in education, and policy makers from the state of <br />California, San Mateo County, and the City of Redwood City. Using strategies from design thinking, a <br />process for creative problem solving, small groups brainstormed solutions for each of the four challenges <br />outlined in the San Mateo County Child Care and Preschool Facilities Task Force's final report. <br />To move forward with the high impact solutions generated from the convening, Redwood City 2020 <br />proposes to engage Build Up for San Mateo County's Children to serve as a child care solutions catalyzer. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />134 <br />
