6.G. - Page 2 of 5 <br />State legislative activity and to ensure that the City's legislative consultant is continuing to engage on <br />polices that matter most to the City. <br />While this platform will serve as a guide to the City Council in adopting positions on legislation, it is <br />important to note that approving this platform does not preclude the City Council from directing the <br />legislative consultant to engage the State legislature on any issue important to the City that may arise <br />throughout the legislative session. <br />ANALYSIS <br />Beginning in December of 2019, the City's legislative consultant met with members of the City Council's <br />Governance Subcommittee (currently comprised of Mayor Howard, Vice Mayor Masur, and <br />Councilmember Borgens) and worked directly with City staff to draft an initial legislative platform. This <br />initial framework was built around three key policy areas identified by the City Council's strategic <br />priorities: <br />• Housing and Homelessness <br />• Transportation <br />• Children and Youth <br />On February 8, 2020, the draft legislative platform was presented to the City Council. During that meeting, <br />the City Council reviewed the platform and provided feedback. The draft legislative platform was revised <br />based on that feedback, and the Governance Subcommittee discussed revisions at their April 14, 2020 <br />meeting. The Governance Subcommittee recommends that the City Council adopt the draft legislative <br />platform by motion. <br />Draft Legislative Platform <br />Housing and Homelessness <br />Housing has emerged as an especially challenging policy issue, as rising housing costs, low vacancy rates, <br />and income disparity throughout the region threaten to displace some residents, and negatively impact <br />the quality of life of many more. Redwood City supports efforts to meet its unique community housing <br />needs for people of all walks of life and all income levels. The City understands that addressing housing <br />and homelessness requires a holistic approach grounded in preservation, protection and production. <br />Working with the State and regional partners is vital to achieve measurable success.
