These are described further in the Alternatives section below. <br />The total proposed CIP budget for FY 2020-21, with recommendations for all funding sources, totals $17.0 <br />million in new funding for 43 projects and is included as Attachment F. <br />FISCAL IMPACT <br />The proposed FY 2020-21 project request of $17.0 million balances proposed project funding requests <br />with anticipated revenue and staff capacity. This amount will be requested for approval with the FY 2020- <br />21 budget. The remaining four years of the five-year CIP are for planning purposes and no budget approval <br />is requested at this time. The Five -Year Capital Improvement Program List is provided as Attachment F. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />Due to limited funding resources, the CIP Committee developed two alternatives for the Capital Outlay <br />Fund and General Fund. Both alternatives focus on increasing funding for transportation and <br />infrastructure programs. The cost of deferred maintenance escalates in future fiscal years as roadways <br />deteriorate, and future costs increase exponentially to repair the roadways back to today's conditions, <br />due to the process required (asphalt overlay versus a full depth replacement). These alternatives would <br />defer or reduce the scope of other recommended capital projects. <br />Alternative #1 reallocates funding from the functional areas of facilities, parks/recreation, stormwater, <br />and transportation to provide additional funding to Emergency Operations Center (EOC) Upgrades, <br />Roadway Pavement Management Program, and Traffic Safety. Alternative #1 provides options to <br />reallocate $2 million to transportation projects and programs that are historically underfunded. These <br />projects and programs include the Theater Way Street Closure, Roadway Pavement Management <br />Program, Sidewalk Curb and Gutter Program, and ADA Curb Ramps.
