At the same time, the Port Commission is given authority <br />under the Charter to manage the Port as a business in order to limit political influence. <br /> <br />Goal setting and planning are done on two levels. The majority of the port's goals and <br />plans are with regard to Port-owned property. The Port has prepared a number of studies <br />and plans on the use of its property and facilities. Going back to a study by Williams <br />Kublebeck in 1978 through a recent Strategic Assessment of Maritime Business <br />perfonned by TransSystems, the Port has revised and updated the goals and plans for use <br />of Port property and improvements to its facilities. The long tenn goals/plans for the Port <br />that have remained consistent through out these studies have been to focus on the Port's <br />mission of providing sufficient land and modem facilities for commerce and shipping. <br />The Port works with its tenants and users to develop and update these plans. <br /> <br />With regard to planning for the surrounding area the Port has worked with the Seaport <br />Industrial Association as well as the City. Examples include the General Plan and the <br />Bayfront Visioning Study. In addition, the Port has included areas outside of Port <br />property in planning for potential ferry tenninal sites. <br /> <br />The major goal of the Port is to produce revenue and, by being as efficient and productive <br />as possible, remain profitable. The Port relies on its own revenue and for many years the <br />Port was in or near running in the red. This would in the long tenn put a burden of the <br />community. <br /> <br />The Port's current and future plans include: <br />· Continue to be a successful niche port and provide value to the community by providing <br />construction material that help to keep construction costs lower and take thousands of <br />trucks off of the region highways. <br />· Diversify the Port with uses that are environmentally sustainable and provide recycling <br />industries with the transportation facilities needed to economically move their materials. <br />· Increase the role of the Port in the development of a "marine highway system" which is <br />designed to utilize small ships and barges in place of over the road truck transportation <br />and help reduce traffic congestion. <br />· Continue to take the lead in developing ferry service which would offer a unique and <br />valuable transit alternative for the community. <br />· Promote and develop public waterfront access and recreational opportunities at the Port <br />and on the City's waterfront. <br /> <br />27. Please provide any other information which would be helpful to the city council. <br /> <br />A: With regards to the Questions from the Ad Hoc Charter Review Committee, the Port <br />Commission has attempted to make complete and thorough responses; however, we are <br />willing to provide additional information or explanations upon request. <br /> <br />With regard to the Port in general, it is a unique and valuable asset to the community. <br />The Port provides economic diversity, access to marine transportation, and waterfront <br />recreational opportunities.
