Miller, Chairman <br />Port Commission <br />Responses to Questions from the Ad Hoc Charter Review Committee <br /> <br />Subject: <br /> <br />In response to the memo from the Ad Hoc Charter Review Committee, dated November 27,2007, <br />regarding improvements to the City Charter provisions applicable to the Port Commission, <br />attached are responses to the questions, including several maps. <br /> <br />The process by which the Port Commission responded to the questions regarding the City Charter <br />was to form a committee consisting of Vice Chainnan Dick Dodge and Commissioner Dick <br />Claire, which met with Port staff and the Port Attorney to discuss the questions. In addition, the <br />Port Commission held a special meeting on January 29,2008, during which a study session was <br />held to provide an opportunity for the Port Commissioners and the public to discuss the <br />questions. As a result of this process, the Port Commission has a general observation about the <br />City Charter questions. <br /> <br />A review of the City Charter provisions pertaining to the Port Commission does not provide a <br />clear understanding of the role of the Port Commission and how the Port operates. In responding <br />to the questions from the City Council, an attempt was made to provide infonnation sufficient to <br />not only answer the questions but to increase the understanding of the Port. <br /> <br />The Port Commission considers keeping the City Council and the community informed about the <br />Port to be one of its most important responsibilities. This is an ongoing task to which the Port <br />Commission and staff devote considerable time and resources. <br /> <br />The Port Commission believes that better understanding of the Port can be provided through more <br />and better communication between the Port Commission-City Council and Port staff-City staff. <br />We suggest that the topic ofincreasoo communication between the Port and the City be a focus of <br />the discussion of the City Charter questions and how to move forward. <br /> <br />We look forward to having the opportunity to discuss these matters with the City Council at the <br />joint meeting on February 11, 2008. <br /> <br />Port Commissioners <br />Lorry R.
