<br />7C <br />Page 2 <br /> <br />QUESTIONS FOR THE PORT BOARD <br /> <br />1. How did it come about that the Port Director is selected by the Port Board and not <br />the city manager? Would the port benefit by a charter amendment having the <br />Director chosen by the city manager? <br /> <br />A: The City Charter is very specific that one of the powers of the Port Commission is '"To <br />employ and appoint a port manager, who shall hold his position during the pleasure of the <br />Board. . ." This Charter provision should not be changed. <br /> <br />The relationship between the Port Commission and the Port Director is that the <br />Commission establishes policy and the Port Director implements the policy. It is similar <br />to the relationship between a city Council and City Manager and a Board of Directors and <br />the CEO of a private company. The ultimate control that the Port Commission has over <br />ensuring that their policies are carried out is the ability to hire and fire the Port Director. <br />If the Port Director was hired by the City Manager and received policy direction from the <br />Port Commission, the Port Director would in essence have two bosses and the Port, as a <br />public enterprise, would not be managed as effectively as possible. <br /> <br />In addition, keeping the selection of the Port Director under the current Charter <br />provisions would help to ensure no issues arise between City politics and the revenue <br />generating activities of the Port. For these reasons neither the Port nor the City would <br />benefit from an amendment which would provide that the City Manager appoints the Port <br />Director. <br /> <br />2. Does the port have a mission statement and if so, what is it? Should the city council <br />have a role in setting the mission statement? <br /> <br />A: The mission of the Port as expressed in the City Charter is to promote and insure the <br />development of the Port of Redwood City through the control, management, and <br />operation of Port waterfront property, facilities and infrastructure. The Port Commission <br />has consistently carried out this mission by providing for the needs of commerce, <br />shipping, and waterfront recreation in an efficient. business-based manner. <br /> <br />A mission statement is usually part of a strategic planning process in which an <br />organization's vision, mission, goals, and actions plans are developed in a comprehensive <br />and integrated manner. The Port' s goal setting and planning are addressed in subsequent <br />questions. <br /> <br />The City and the Port should work together in establishing a vision and formal mission <br />statement taking into consideration both the revenue generating activities of the port and <br />the over all benefits it brings to the community. <br /> <br />3.
