<br />7C <br />Page 4 <br /> <br />Throughout the year the budget is utilized by Port management as an analytical tool to <br />assist in assessing and responding to changing conditions in order to maintain profit <br />margins and maximize profitability. The Port, rather than funding its operations from tax <br />revenues, relies solely upon its ability to generate sufficient revenue to sustain its <br />operations, maintain its extensive infrastructure and accumulate funds for capital projects. <br />In these aspects the Port operates in the same manner as a for-profit business. <br /> <br />Throughout the year the Port provides investment and cash position information to the <br />City's Finance Director, who also serves as the Port's Treasurer and who, along with the <br />City's Financial Services Manager, is an authorized signatory on the Port's bank and <br />investment accounts. <br /> <br />At the end of each fiscal year the Port provides the City's Financial Services Manager <br />with accounting schedules and other financial information for use in the City's financial <br />statements and audit. The Port's Director of Finance and Administration and the City's <br />Finance Director and Accounting Services Manager also confer and share information on <br />an as needed basis throughout the year. <br /> <br />5. How does the department inter-relate with the Human Resources Department, if at <br />all, on hiring, firing, training and other personnel issues? <br /> <br />A: The Port does not consult with the City's Human Resources Department regarding hiring, <br />firing or training of personnel. All personnel matters are handled by the Port Director <br />and the Port's Director of Finance/Administration under policies established by the <br />Commission, usually through a salary ordinance. See the answer to Question # 11 <br />regarding the roles of the Commission in hiring Port staff. <br /> <br />The Port interacts with the City's Human Resources Department regarding the <br />administration of employee benefit programs in which the Port is enrolled through the <br />City. These benefit programs are: worker's compensation, dental insurance, life <br />insurance, and the CalPers retirement plan. The HR Department assigns a member of its <br />staff as "Port Representative" to coordinate with the Port on these benefit programs. <br /> <br />6. How does the department inter-relate, if at all, with all other departments in the city <br />(police, fire, community development, public works, etc.)? <br /> <br />A: The Port has a professional working relationship with other City Departments. Most <br />interaction involves day-to-day operations with the Police, Fire, Public Works, <br />Community Development, and Parks & Recreation Departments. A few of the most <br />significant examples are: <br /> <br />Police Department - The Port and port tenants rely on the Police Department for law <br />enforcement on Port property. They provide assistance with enforcement situations <br />ranging from illegally parked vehicles to burglaries in office buildings. The Port's <br />Maritime Security Plan, approved by the Coast Guard, is implemented by Port staff and a <br />private security firm employed by the Port.
