The Port and Police <br />department cooperate on planning and permitting special events at the Port such as the <br />Forth of July fireworks, waterfront festivals, bike races, etc. <br /> <br />Fire Department - The Port and Fire Department work closely together in many areas <br />including code enforcement, construction and maintenance of water lines for fire <br />suppression, hazardous materials regulation, and providing Port facilities for fire fighting <br />training. In addition to response to fire emergencies, the Fire Department assists with <br />recreational boat sinking and minor oil spills. There is extensive interaction with the Fire <br />and Police Departments on Emergency preparedness and response including regular joint <br />training and exercises and coordination on grants. <br /> <br />Public Works Department - The Port is responsible for the construction and maintenance <br />of all roadways, rail lines, storm and sanitary sewers on Port property. The Public Works <br />Department is responsible for all water lines at the Port. The Port is working with Public <br />Works on the planning/installation of recycled water lines and the Port is providing a <br />marshalling/storage area for the contractor for this project. The Port and the Seaport <br />Industrial Association are coordinating with Public Works on a street sweeping program <br />along Seaport Blvd. Public Works, Code Enforcement, and the Police Department have <br />all worked with the Port on the removal and disposal of derelict boats. <br /> <br />Community Development Department - The Port does not have a staff engineer and <br />employs consulting engineers for Port projects. Port tenants are required to obtain <br />building permits from the Engineering Department for all projects on port property. The <br />Port is the '"local sponsor" with the US Army Corps of Engineers for the construction and <br />maintenance of the federal navigation Channel. On Port property, the Port is the lead <br />agency for the CEQA environmental studies and the Planning Department is provided <br />copies for review and comment. For projects in the Port area that may impact the Port, <br />the Planning Department is lead agency and the Port receives copies of CEQA documents <br />for review and comment. The Port and Planning Department cooperate on planning and <br />transportation studies regarding the Bayfront area. The Port and Economic Development <br />Department exchange information on industrial business needs. <br /> <br />Parks and Recreation Department -The Port works with Parks and Recreation to plan and <br />hold summer concerts, Fourth of July Fireworks, visits by tall ships, and other public <br />events at the Port. The Port maintains all sidewalks, landscaping, and public restrooms at <br />the Marina, the boat launch ramp and in the waterfront public access areas. <br /> <br />7. Describe the respective roles of the board and the executive director and the <br />reporting relationship. <br /> <br />A: This subject was partially covered in response to question # 1. The relationship between <br />the Port commission and the Port Director mirrors that of City Council and City <br />Manager. The role of the Commission, like that of the City Council, is to establish <br />direction and policy for the Port. This is done through preparation of the budget and <br />consideration of contract, agreements, tariffs, rules, and regulations for the Port.
