<br />7C <br />Page 6 <br /> <br />Director, like the City Manager, assists the Commission in carrying out its role by <br />providing information, reports, recommendations, etc. on Port matters. The Port Director <br />carries out the Commission's policies through the administration and management of the <br />Port. <br /> <br />The Commission does not get involved in the day-to-day management of the Port. <br />"Micromanaging" by the Commission would not be effective and is better delegated to, <br />and performed by, professional port managers. <br /> <br />In tenns of the reporting relationship between the Commission and Port Director, an <br />important mechanism is the twice a month public Port Commission meetings. The <br />information provided for these meetings include copies of leases, contracts, project <br />descriptions, environmental reports, etc. which are augmented by staff reports. The <br />Commission regularly receives: monthly financial performance summary and graph, <br />quarterly financial and investment reports, quarterly vessel traffic and tonnage reports. <br />In addition to these regular reporting mechanisms, the Commission receives frequent <br />updates on a wide range of Port projects and activities as well as developments in marine <br />transportation and international shipping which may impact the Port. <br /> <br />8. What charter changes, if any, would you like? <br /> <br />A: The Charter provisions regarding the Port Commission have been in existence since 1936 <br />and have served Redwood City well. Minor changes were made to the Charter a few <br />years ago regarding construction contracts and purchase contracts entered into by the City <br />and by the Port, respectively. No major sections of the Charter pertaining to the Port <br />Commission require amendments at this time. <br /> <br />9. Has the city/port ever changed (whether expanded or reduced) the "Port Area" <br />under Charter Section 47f(4)? If so, what was done and why? <br /> <br />A: See answer to question 10. <br /> <br />10. As a practical matter, what is it that the port does as it exercises "control and <br />jurisdiction" over the Port Area per Section 47f(4)? <br /> <br />A: Questions # 9 and 10 re the "Port Area" and Exercise of Port Jurisdiction <br /> <br />Section 50 of the Charter which defines the "Port Area" has never been changed.
