6.A. - Page 2 of 17 <br />Staff is proposing amending Article VII of Chapter 2 of the Redwood City Municipal Code regarding public <br />bidding and purchasing in order to clarify and streamline the City's purchasing practices and reduce staff <br />time required for certain purchasing activities. The amended ordinance will also remediate ambiguities in <br />the existing ordinance. <br />The ordinance, as amended, will make some key changes to the City's existing bidding and purchasing <br />processes. These changes include, but are not limited to, the following: <br />1. Ensuring consistency of method of procurement and trigger amount among all contracts; <br />2. Updating approving authority thresholds; <br />3. Reorganizing and simplifying exceptions to competitive bidding requirements; <br />4. Authorizing cooperative purchasing and the design -build method for public projects; <br />5. Giving a preference to local businesses for the purchase of goods; and <br />6. Authorizing Standing Supply Purchase Agreements and Master Services Agreements. <br />More information on the ordinance is available in the April 27, 2020 staff report, which can be found here. <br />FISCAL IMPACT <br />This amendment should increase the efficiency of the City's purchasing process, and will reduce required <br />staff time and city resources. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may provide additional feedback prior to adoption or may elect not to adopt the <br />ordinance. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />5 <br />
