CONSOLIDATED PLAN (PLAN) The City must prepare, adopt and submit aA throe or fide year Consolidated Plan (Plan) to HUD at least once every five years. The City, upon its discretion may submit a Plan more often. The Plan is a strategic policy document for meeting the needs of low-income community members. The Gensolodated Plan is designed to help local jurisdictions assess their affordable housing and community development needs and market conditions, and make data -driven, place -based investment decisions.
