6.D. - Page 2 of 6 <br />existing overhead electric and telecommunication utility lines on Middlefield Road between Main Street <br />and MacArthur Avenue, in accordance with Pacific Gas and Electric Company's Rule 20A Program. On <br />September 9, 2013, the City Council adopted an Ordinance (No. 2397) to amend the MUUD boundaries <br />and extend the removal date for overhead facilities by one year to December 31, 2017. <br />On March 9, 2015, the City Council authorized the City Manager to execute an Agreement with Bellecci & <br />Associates for engineering services in the amount of $327,970 for the Middlefield Road Phase 1 <br />Underground Utility District, and accorded the City Manager authority to expand the scope of services for <br />a cost amount not to exceed $360,767. On August 15, 2017 the City Manager executed Amendment No. 1 <br />to amend the scope of services and to increase the budget to $360,767. On December 18, 2017 the City <br />Council approved and authorized the City Manager to executed Amendment No. 2 to amend the scope of <br />services and to increase the budget to $518,190. <br />ANALYSIS <br />The Consultant has successfully, and to the satisfaction of the City, completed the original and previously <br />amended scopes of service. During the construction phase, the participating utility companies have <br />requested multiple modifications to the design and the Form B document (itemized list of design and <br />construction items and costs apportioned to each utility company). There were changes made to certain <br />trench configurations and locations, vault locations and quantities, service connections, and directional <br />drilling. These changes were prescribed by the utility companies to comply with field conditions, changes <br />to the adjoining parcels, or omissions in the utility company intent drawings. Additional work services, <br />listed here and in the Amendment, are necessary to finalize construction documents and to develop the <br />record drawings upon completion of construction, anticipated with the next few months. The final <br />construction documents and final proportionate design and construction costs must be approved by each <br />of the participating utility companies. The amendment includes the engineering services needed to <br />finalize the construction documents, the Form B document, and the record drawings to the satisfaction <br />of the participating utility companies and then to develop invoices for the utility companies to cover the <br />cost of the additional work. <br />FISCAL IMPACT <br />Funding for this contract was previously budgeted in the Capital Improvement Program Budget in Fiscal <br />Year 2018-19. Design consulting services are fully funded/reimbursable by Rule 20 Programs. No additional <br />appropriation is necessary. <br />ENVIRONMENTAL REVIEW <br />Amending the Agreement is not a project under California Environmental Quality Act (CEQA) as defined <br />in CEQA Guidelines, section 15378, because the services involve the preparation of construction <br />documents and record drawings and as such it has no potential for resulting in either a direct or <br />reasonably foreseeable indirect physical change in the environment. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />108 <br />
