6.E. - Page 2 of 12 <br />The agreement limits the service area from the Woodside downtown area to the area from Palm Circle <br />Road to Godetia Drive, and from Canada Road to Glencrag Way. Canada College is not included within the <br />service area, and any changes to this service area will require the City and Fair Oaks Sewer Maintenance <br />District's approval. <br />ANALYSIS <br />The Town of Woodside has requested an Amendment No. 9 to the Sanitary Sewerage Treatment Capacity <br />Rights and Services Agreement to amend the Service Area Map for the Town Center Sewer Assessment <br />District (TCSAD). This amendment would remove the property at 155 Bardet Road (APN 073-050-270) in <br />the Town of Woodside from the Town Center Sewer Assessment District. Exhibit A of the attached <br />proposed agreement shows the current Town Center Sewer Assessment District service area. Exhibit B of <br />the proposed agreement is the removal of the property at 155 Bardet Road in the Town of Woodside (APN <br />073-050-270) into the service area, as stated in the Town's Resolution No. 2018 — 7252 dated September <br />13, 2018. <br />In the eight prior amendments to the Agreement, a total of seventeen parcels were added to the service <br />area for TCSAD. Based on recent flow meter readings and connection counts from the Town of Woodside, <br />the Town's current sewerage flow is less than 50% of the 100,000 gallons per day of treatment capacity <br />purchased from the City. With the proposed removal of one property, it is estimated that, on average, <br />270 gallons per day will be removed from TCSAD's total flow. With the execution of the amendment, the <br />total daily flow attributed to TCSAD's will be reduced. TCSAD total flow will be well below the agreed <br />amount of 100,000 gallons per day of treatment capacity. <br />The Fair Oaks Sewer Maintenance District (FOSMD) will also have to consent to this amendment. Flows <br />from TCASD initially pass through FOSMD's sewage collection system before the effluent is conveyed into <br />Redwood City's sewage collection system and then onto SVCW's wastewater treatment plant located in <br />Redwood Shores. It is proposed that the flow from this property will connect directly to FOSMD's sewer <br />main. <br />Sewage flows from FOSMD are collectively metered at the metering station on Veterans Street prior to <br />discharging into the City's wastewater collection system. In accordance to a separate agreement between <br />FOSMD and the City for capacity rights and services, FOSMD will be metered and billed for the <br />transmission, treatment and disposal of all flows into the City's wastewater collection system. <br />FISCAL IMPACT <br />No funding or appropriations will be necessary to implement the Amendment.
