6.H. - Page 2 of 6 <br />A traffic count near the intersection indicates that Harrison Avenue carries approximately 1780 vehicles <br />per day and Clinton Street carries approximately 1060 vehicles per day. Staff examined the collision <br />history at this intersection and found no collisions in the past 36 months. The highest eight-hour traffic <br />volume on the minor approach (Clinton Street) is 37% of the total on all approaches for the same hours, <br />and the total 8 hours volume averages 251 vehicles per hour, and no other stop sign or traffic signal on <br />the major street is located within 800 feet. This intersection meets the criteria for Redwood City's Policy <br />and Guidelines for Stop Signs on Residential Streets, and the staff recommends installing stop signs on <br />Harrison Avenue at Clinton Street. This would make the intersection an all -way stop -controlled <br />intersection. The proposed stop signs will increase pedestrian and bicyclist safety. <br />This project has been designed to be consistent with the California Manual of Uniform Traffic Control <br />Devices. Under Municipal Code Section 20.34, the City Council may, by resolution, declare one or more <br />entrances to an intersection to be controlled by stop signs. <br />On April 8, 2020, a notice was mailed to the residents within 200 feet of the intersection as well as the <br />chairs of the Mt. Carmel Neighborhood Association, informing them of the City's recommendation to <br />install stop signs on Harrison Avenue at Clinton Street. No concerns or negative feedback was received in <br />response to this notice. <br />Stop sign installations are permanent. Once installed, stop signs should not be removed because of the <br />potential for confusion. There can be negative impacts associated with the installation of stop signs. These <br />include increased noise and vehicle emissions due to increased braking and accelerating by vehicles on <br />Harrison Avenue and increased travel times. <br />FISCAL IMPACT <br />The cost to install two stop signs is approximately $2,000. Funding for this project is included in the <br />adopted budget for Fiscal Year 2019-2020 in the Traffic Safety Fund - Paint and Sign Maintenance account. <br />Minor maintenance costs would be incurred in future years. <br />ENVIRONMENTAL REVIEW <br />As the lead agency, the City of Redwood City has determined that the installation of stop signs on Harrison <br />Avenue at Clinton Street meets the California Environmental Quality Act (CEQA) exemption criteria as set <br />forth in Section 15301, "Existing Facilities," because these stop signs will involve a minor alteration of <br />existing streets with no expansion of use. Furthermore, this project has been designed consistent with the <br />City's guidelines and the California Manual of Uniform Traffic Control Devices. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting.
