6.1. - Page 1 of 4 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />Ago/ <br />DATE: May 18, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Authorization to apply for and receive $300,000 in Local Early Action Planning (LEAP) Grant funds to <br />support housing -related planning activities, particularly the community visioning process for the Central <br />Redwood City Plan and future updates to the Housing Element. <br />RECOMMENDATION <br />Adopt a resolution authorizing application for, and receipt of $300,000 in Planning Grant Program Funds <br />from the State of California Department of Housing and Community Development. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />In the 2019-20 Budget Act, Governor Gavin Newsom allocated $250 million for all regions, cities, and <br />counties to prioritize planning activities to accelerate housing production and address the state's housing <br />shortage and high housing costs. The grant is intended to provide funding, as well as technical assistance, <br />to all local governments in California to help cities and counties prepare, adopt and implement plans and <br />process improvements that streamline housing approval and accelerate housing production. Upon this <br />allocation the Department of Housing and Community Development established the Local Early Planning <br />Grant Program (LEAP) with $119 million for cities and counties. This is a one-time, non-competitive, grant <br />funded to cities and counties to update planning documents and implement process improvements that <br />will facilitate the acceleration of housing production. The funding amount is allocated based on a city's <br />population. Based on Redwood City's population, the eligible funding amount is $300,000.
