6.1. - Page 2 of 4 <br />ANALYSIS <br />The City Council has established housing as a strategic priority. Staff are currently working on a number <br />of initiatives to increase both market rate and affordable housing. These initiatives include zoning updates <br />and updates to the Housing Element. Additionally, as directed by the City Council on November 4, 2019, <br />staff are developing a resource plan to support a community visioning process for potential new <br />development in Central Redwood City that could accommodate additional residential units. <br />The attached resolution indicates commitment to use the Local Early Action Grant Funds towards the <br />community visioning process for the Central Redwood City Plan and subsequent plan writing, California <br />Environmental Quality Act (CEQA) review, adoption and implementation as well as future updates to the <br />Housing Element, as needed, in order to facilitate compliance in implementing the sixth -cycle Regional <br />Housing Needs Assessment (RHNA). The RHNA is mandated by State Housing Law as part of a periodic <br />process of updating local housing elements of the General Plan to accommodate local housing needs and <br />allocation. The resolution must be signed and approved by City Council before the $300,000 funding grant <br />can be awarded to the City. <br />FISCAL IMPACT <br />The total amount of the grant is $300,000. There is no cost to the City associated with receiving the grant. <br />The grant is non-competitive and awarded for eligible initiatives that will help accelerate future housing <br />projects and production. Staff intends to include this grant in the Department's mid -year budget <br />amendments to recognize the revenue and appropriate the funds, if awarded. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it is a governmental funding mechanism that does not involve a <br />commitment to any specific project, and because it has no potential for resulting in either a direct or <br />reasonably foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />None <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />145 <br />
