8.A. - Page 2 of 28 <br />Potential grade separations of the railroad and surface streets to increase safety and to preserve <br />traffic flow <br />• Potential redevelopment around the Redwood City Caltrain Station <br />• Ongoing need to plan for additional housing, particularly affordable housing <br />The City Council directed staff to return with additional information on the creation of a Transit District at <br />a future meeting. <br />During the January 27, 2020 City Council meeting, staff provided details about how a Transit District would <br />be developed, including a recommendation to authorize City Manager to develop a memorandum of <br />understanding (MOU) with partner transit agencies to facilitate creation of a transit district plan and <br />associated station area planning work. Feedback received at that meeting included: <br />• Outreach should include adjacent neighborhood associations, youth and young adults, employ a <br />creative range of strategies including physical mailings to pop -ups, and incorporate new approaches <br />that build excitement within the community. <br />• The Redwood City Station should be integrated into the downtown and its design should reflect its <br />importance to the Caltrain corridor. <br />• The Redwood City Station design should include safety improvements for people walking and <br />bicycling. <br />• Staff should consider the potential Dumbarton Rail project and the potential for two rail stations in <br />the planning work. <br />• The planning process should incorporate a design thinking approach. <br />• The transit district plan should build on completed plans such as the EI Camino Real Corridor and <br />RWCmoves. <br />Strategic Plan <br />The proposed work covered by the MOU aligns with and will facilitate implementation of all three of the <br />Council's strategic priorities of Housing, Transportation, and Children and Youth and the following goals: <br />• Produce housing to meet Regional Housing Needs Assessment (RHNA) goals for moderate, low and <br />very low-income residents. <br />Ensure Redwood City is considered in all strategic regional transportation initiatives. <br />• Create policies and infrastructure to support zero emission trips. <br />• Increase opportunities for family entertainment, family -friendly businesses and youth activities <br />• Increase opportunities for youth to provide meaningful input. <br />• Make key public meetings more accessible to families with children. <br />ANALYSIS <br />Based on the guidance and direction received from the City Council, staff developed the attached MOU <br />(Attachment A) with the Peninsula Corridor Joint Powers Board/Caltrain (JPB) and the San Mateo County <br />Transit District/SamTrans (District) to provide a framework for advancing the transportation and land use <br />planning work of the Transit District.
