8.A. - Page 19 of 28 <br />Station Visioning and Concept Planning (City/JPB) <br />Summary <br />The JPB adopted a long-range service vision for the Caltrain system at their October 2019 <br />meeting. This Vision provides long-range guidance related to how the railroad will grow its <br />service and manage its corridor over time. The Vision directs Caltrain staff to plan for a railroad <br />that can support service levels of 12 or more trains per hour per direction by 2040 (including <br />both Caltrain and high-speed rail services) and that includes a mixture of both local and <br />express Caltrain services. Notably, the Vision identifies the need for a significant investment <br />in a mid -line passing station (with 4 tracks and platform faces) to facilitate transfers between <br />local and express Caltrain trains. This station needs to be in the vicinity of Redwood City and <br />would either involve the redevelopment of the existing Redwood City station or if that option <br />proves infeasible, could be developed as a new station in the vicinity of Redwood Junction or <br />elsewhere on the mid -peninsula. <br />The "Station Visioning and Concept Planning" effort will explore station location and <br />configuration options in the vicinity of Redwood City and include the development of a <br />preferred integrated station concept plan. The effort will be comprised of the following three <br />phases: <br />Phase 0 - The program of work included in Phase 0 is a preliminary technical effort meant to <br />inform Phases 1 and 2. This effort will gather and synthesize relevant technical work <br />completed during the Caltrain Business Plan process, the Grade Separation Study, and work <br />related to the Dumbarton Corridor. The goal of this preliminary technical work will be to <br />develop a consolidated set of inputs to scope and frame subsequent phases of station <br />visioning and planning. This work will be developed by Caltrain and its consultants to identify <br />and assess various configurations of rail service and infrastructure that could be implemented <br />in or around the Redwood City area and will include a high-level assessment of the service <br />and space needs for the Dumbarton Rail Corridor. The assessment will result in the refinement <br />and selection of up to three conceptual service and infrastructure options for further analysis <br />through Phase I and II described below. <br />Phase I - This phase of work will build off the three conceptual rail service and infrastructure <br />options completed in Phase 0, the ongoing Grade Separation Study, and other related <br />planning work. Phase 1 will be oriented towards supporting a joint City, District and JPB <br />decision regarding a preferred preliminary concept for station location and configuration <br />(number of tracks and rail platforms, elevation, orientation relative to current site and general <br />location and sizing of bus facilities) of a rebuilt Redwood City station in downtown. This <br />decision will be supported by a series of public and stakeholder meetings throughout the <br />Phase I process. <br />Phase II - Following the completion of Phase I, Redwood City, JPB and the District will <br />advance the development of a more detailed station concept plan in downtown Redwood City <br />focused on the preferred concept identified in Phase I.
