Public Comment <br />The City Clerk read public comments received from the following members of <br />the public into the record: <br />• Julie Lind <br />M/S Aguirre/Hale to approve all staff recommendations as presented, <br />excluding 8 (regarding local minimum wage update), and with the addition to <br />direct staff to return with a commercial eviction moratorium: <br />1. Approve the revised approach for fiscal year 2020-21 Operating Budget <br />development; <br />2. Direct staff to develop a resolution to waive late payment penalties for <br />solid waste, water and sewer utilities for the period of March 2020 <br />through August 2020 for new residential and commercial customers; <br />3. Direct staff to advertise the rate assistance program for low-income <br />water and sewer utility customers; <br />4. Direct staff to return to the City Council in September 2020 with an <br />update on the status of late payments and rate assistance usage to <br />determine whether to continue to waive the late payment penalty; <br />5. Direct staff to provide recommendations at a future City Council <br />meeting on use of the $448,000 new allocation of Community <br />Development Block Grant funding, once further federal guidance has <br />been received; <br />6. Direct staff to develop a resolution to appropriate $393,000 to the <br />Emergency Rental Assistance Fund; <br />7. Direct staff to develop a resolution to appropriate $300,000 to San <br />Mateo County Strong to support Redwood City small business relief <br />efforts; <br />8. Local minimum wage update - This recommendation was not approved. <br />9. Direct staff to continue to develop short-term, low-cost adjustments to <br />parking and right of way usage to support restaurants transition to take- <br />out and delivery services while the Shelter -in -Place Order is in effect. <br />The motion passes unanimously by roll call vote. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />6.
