6.G. - Page 2 of 13 <br />BACKGROUND <br />City law requires that the General Municipal Election be held on the first Tuesday following the first <br />Monday in November of even years for the election to office Member of the City Council. The election to <br />be held on Tuesday, November 3, 2020 will be the first district -based election following City Council's <br />transition to district elections. During this election City Councilmembers will be elected from four council <br />districts (1, 3, 4, and 7) and from the remaining three council districts (2, 5, and 6) in the next election. <br />The terms of the remaining three at -large Councilmembers (Hale, Howard, and Reddy) will remain at -large <br />until their terms expire in 2022, at which time a district -based election will be held for the three available <br />seats. <br />The California Elections Code provides for the consolidation of local elections, ordered by one of the <br />jurisdictions calling an election on the same day in the same or overlapping territory. The City of Redwood <br />City has consolidated previous elections with accurate, efficient, and cost-effective results and it is <br />recommended that the City Council order consolidation for the November 3, 2020 General Municipal <br />Election. <br />ANALYSIS <br />The San Mateo County Elections Office provides election services for the City of Redwood City and other <br />agencies and districts by the execution of a binding contract for services (Attachment D). Therefore, the <br />City Council is being requested to call the General Municipal Election and to consolidate it with the <br />November 3, 2020 Presidential General Election to be held on the same day for the purposes of electing <br />four City Councilmembers to represent four City Council districts (1, 3, 4, and 7) for the full term of four <br />years each. <br />The calling of an election must occur priorto the nomination period and the City Council must act in regard <br />to other matters in advance of the filing period. In addition, the City Clerk will be publishing a Notice of <br />Election between the dates of June 28, 2020 and July 13, 2020. For those interested in running for Office <br />of City Council, the candidate filing period will be between July 13, 2020 and August 7, 2020. Nomination <br />papers will be made available to candidates in a manner prescribed by the City Clerk. <br />The candidate statement is optional, and if a candidate opts to have a candidate statement it will be <br />published in three languages since Redwood City is in a tri -lingual county. It is recommended to the City <br />Council that candidates choosing to have a candidate statement will pay the estimated cost of filing and <br />translating their candidate statements at the time of filing their nomination papers. <br />FISCAL IMPACT <br />The cost associated with facilitating the election depends on several factors, including the number of <br />jurisdictions participating in the election. Accordingly, the county elections office provides a low estimate <br />and a high estimate that can be used to establish a range of cost for consideration.
