<br />BACKGROUND
<br />The City of Redwood City ("City") issued a request for proposals on August 23, 2017 for building inspection
<br />and plan review services. The City received nine proposals and in February 2018 awarded contracts to six
<br />firms. The qualified firms selected by the City include CSG Consultants, Inc. ("CSG"), Interwest Consulting
<br />Group ("Interwest"), SAFEbuilt, LLC ("SAFEbuilt"), Shums Coda, TRB & Associates, Inc. ("TRB"), and West
<br />Coast Code Consultants, Inc. ("WC3"). The City plans to issue a new request for proposals (RFP) in Summer
<br />2020 to create a new pool of qualified firms for building inspection and plan review services.
<br />Between February 2018 and August 2019, the City executed the following agreements and amendments:
<br />In June 2019, the City adopted amendments extending the term for all firms by one year and revised the
<br />scope of work to make process improvements for reimbursement. Additionally, the City increased the
<br />total not -to -exceed amounts for CSG, Shums Coda, TRB, and WC3.
<br />ANALYSIS
<br />The Community Development & Transportation Department's Building Regulation and Code Enforcement
<br />Division (Building Division) and the Fire Department ensure quality construction and health and safety
<br />standards by processing permit applications, reviewing development plans, enforcing the municipal
<br />building and fire codes, and performing building and fire inspections for compliance. Code Enforcement
<br />preserves and maintains the quality of neighborhoods and businesses through enforcement of the
<br />municipal and zoning codes. The consulting firms assist staff with providing plan review, building
<br />inspection, permitting services, and enforcing municipal and zoning codes.
