Adopt a resolution to approve the Fiscal Year 2020-2021 Annual Action Plan (2020 Action Plan) and <br />authorize the City Manager or designee to execute and file documents related to the 2020 Action Plan for <br />submittal to the U.S. Department of Housing and Urban Development; <br />2. By motion, authorize the City Manager to execute funding agreements with organizations identified in <br />the 2020 Action Plan; and <br />3. By motion, change the funding source of the $360,000 grant to Habitat for Humanity Greater San <br />Francisco for the 612 Jefferson Project from CDBG funds to affordable housing impact fees. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />As a condition of receiving Community Development Block Grant (CDBG) and HOME Investment <br />Partnerships (HOME) program funds from the U.S. Department of Housing and Urban Development <br />(HUD), the City must prepare, adopt, and submit a five-year Consolidated Plan (Con Plan) to HUD. The Con <br />Plan is a strategic policy document that provides priorities and strategies for meeting the needs of low- <br />income community members over a five-year period; the current Con Plan covers the period of 2018- <br />2022.
