7.B. - Page 2 of 79 <br />The Con Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, <br />activities, and the specific federal and non-federal resources that will be used each year to address the <br />priority needs and specific goals identified by the Con Plan. In Redwood City, the Annual Action Plan <br />consists of funding recommendations made by the Housing and Human Concerns Committee (HHCC) for <br />approval by the City Council each year. The 2020 Action Plan represents the City's third year of the Con <br />Plan and is included as Attachment B along with an Executive Summary (Attachment C) and Budget <br />(Attachment D). <br />ANALYSIS <br />HUD has allocated $761,626 of CDBG and $326,621 of HOME entitlement grant funds to the City for FY <br />2020-21. On March 4, 2020, the HHCC reviewed 22 applications for CDBG/HOME assistance. The HHCC <br />recommended funding all of the applicants that applied under the following categories: minor home <br />repair, fair housing, housing, microenterprise assistance, and public facility improvements. Additionally, <br />the HHCC recommended funding eight of the fourteen public service applicants. The public service <br />applications were reviewed and scored by the HHCC, based on the following criteria: consistency with City <br />priorities, program impact, program outcomes, organizational capacity, outreach and collaboration <br />efforts, and fund leveraging. The City has a $15,000 grant minimum and due to CDBG regulations that <br />limit spending on public services, there was only enough funding available to fund eight organizations. <br />The organizations not recommended for funding received the lowest average scores and consist of <br />Friends for Youth, Home & Hope, IEP Collaborative, Ombudsman Services of San Mateo County, and <br />United Way Bay Area. Additionally, The Society of St. Vincent de Paul withdrew their application prior to <br />the HHCC funding deliberations. With the exception of Ombudsman Services of San Mateo County, the <br />organizations that were not recommended for funding have not received CDBG funding in the past.. <br />The HHCC funding recommendations were incorporated into the 2020 Action Plan and are based on the <br />City's 2020 entitlement grants for CDBG and HOME plus $40,000 in estimated CDBG program income, <br />$805,000 in unspent CDBG funds from prior years, and $653,537 in unspent HOME funds from prior years. <br />This represents a total of $2,586,784 in federal funds for FY 2020-21, as shown in Table 1 below.
