Introduction <br />The City of Redwood City is a San Francisco Bay Area community located in the heart of the Silicon Valley, a <br />technology rich region extending from the San Francisco Peninsula to the foothills of the Santa Cruz <br />mountains. The City is the third largest city in San Mateo County, accounting for approximately 34.67 square <br />miles and is home to an estimated 86,200 people. Figure 1 is a map showing the City's boundaries. Redwood <br />City is defined by the U.S. Department of Housing and Urban Development (HUD) as an entitlement <br />city. As an entitlement city, the City of Redwood City receives an annual allocation of the Community <br />Development Block Grant (CDBG) to use for housing, economic development and social services and an <br />annual allocation of HOME Investment Partnerships Program funds to use for creation and preservation of <br />affordable housing. The allocation for 2020 will be $761,626 of CDBG and $326,621 of HOME. <br />To receive funding, the City of Redwood City, must complete a Consolidated Plan at least once every five <br />years. The Consolidated Plan is an assessment of the needs in the community relating to housing, social and <br />public services, and public infrastructure. The analysis looks at the populations most affected by the current <br />housing stock, state of the economy and the ability to meet daily living needs. The Consolidated Plan then <br />outlines priorities and goals to address those needs. The most recent Consolidated Plan covers fiscal years <br />2018 — 2022 and was approved by the City of Redwood City and HUD in May 2018. <br />The City of Redwood City must update the Consolidated Plan through an annual Action Plan. The Action <br />Plan outlines specific projects and funding resources that will meet the Consolidated Plan goals. At the end <br />of each year, the City of Redwood City will write a Consolidated Annual Performance and Evaluation Report <br />(CAPER) to report the progress towards each of the Consolidated Plan goals. These three documents enable <br />the public, elected officials and HUD to understand the needs in the community, provide input and measure <br />progress and investment in the community. <br />This is the Action Plan for fiscal year 2020, the third year of the Consolidated Plan.
