Summary of Citizen Participation Process and consultation process <br />The Action Plan requires a Community Participation process for public input on how CDBG and HOME <br />funds are to be used within the community. The process should engage the community, both in the process <br />of developing and reviewing the proposed plan and as partners and stakeholders in implementing programs. <br />By consulting and collaborating with other public and private entities, the City can align and coordinate <br />community development programs with a range of other plans, programs and resources to achieve greater <br />impact. The Community Participation Plan process adopted by Council and implemented by the HHCC and <br />staff involves holding several public meetings and publishing the proposed use of funds for community <br />comment before the Council gives final approval on the use of the funds. <br />Public Hearings: The City of Redwood City began the citizen participation process in February, 2020 with <br />the Housing and Human Services Concerns Committee (HHCC) meeting on February 25, 2020 to hear <br />presentations from the City's 22 CDBG and HOME applicants. The HHCC held a pre -draft public hearing <br />on March 4, 2020 to receive public comment and make funding recommendations for the 2020 Action Plan. <br />The City Council held a public hearing to review and approve the Action Plan on June 8, 2020. <br />Stakeholder Interviews: Stakeholders in the community, who represent different areas of the community, <br />are vital to the citizen input process. Many stakeholders represent or work with low to moderate income <br />households, who may be under represented through the public hearing process. The stakeholders were <br />comprised of civic leaders, business leaders, affordable housing developers, service providers, health care <br />providers, and citizens of neighboring communities. <br />Draft Document Publication: An initial 30 -day public comment period for the Action Plan was held from <br />April 18, 2020 through May 18, 2020. On May 8, 2020, the City made additional changes to the Action Plan <br />to account for additional prior year funding and to add a COVID-19 response activity. The updated Action <br />Plan was made available for a 30 -day comment period from May 8, 2020 to June 8, 2020. Because of a shelter <br />in place order by the Governor of California and the public health officers from the Bay Area counties, the <br />City of Redwood City placed a copy of the Action Plan on its website. The City was unable to distribute <br />paper copies to locations closed due to the COVID-19 pandemic. <br />5. Summary of public comments <br />The City of Redwood utilized public hearings and stakeholder interviews to solicit citizen input on the 2020 <br />Action Plan. The draft form of this Consolidated Plan will available for an initial 30 day public comment <br />beginning April 18, 2020 and ending May 18, 2020.
