Summary of comments or views not accepted and the reasons for not accepting them <br />The City of Redwood utilized public hearings and stakeholder interviews to solicit citizen input on the 2020 <br />Action Plan. The draft form of this Consolidated Plan will be available for public comment beginning April <br />18, 2020 and ending June 8, 2020. Because of a shelter in place order by the Governor of California, the City <br />of Redwood City placed a copy of the Consolidated Plan on its website. The City was unable to distribute <br />paper copies to locations closed due to the COVID-19 pandemic. A summary of comments received are <br />include in Appendix B. <br />7. Summary <br />The City, through its 2018-2022 Consolidated Plan, examined the needs of the community and ways to create <br />more affordable housing. Several factors influence the degree of demand, or "need," for housing in <br />Redwood City. The four major needs categories considered in this report, consistent with State law, include: <br />• Housing needs resulting from population growth, both in the city and the surrounding region <br />• Housing needs resulting from the overcrowding of units <br />• Housing needs that result when households pay more than they can afford for housing <br />• Housing needs of "special needs groups" such as elderly, large families, female -headed <br />The City of Redwood City will spend the next program year striving to meet the needs in the community by <br />funding projects and programs serving low-income households and individuals, especially those that are <br />unable to afford acceptable housing. The City, through the use of CDBG and HOME funds, will support <br />affordable housing development, public services for the most vulnerable residents, microenterprise assistance, <br />public facility improvements, and minor home repairs to improve accessibility for homeowners. <br />Annual Action Plan <br />2020 <br />OMB Control No: 2506-0117 (exp. 06/30/2018) <br />7 <br />477 <br />
