The Taskforce is exploring a target start date for the first closure the weekend of <br />July 11. <br />Use of City Public Right -of -Ways <br />In order to assist restaurants in the downtown, the Taskforce is also exploring the feasibility of using <br />existing public right-of-ways to temporarily expand the City's parklet program by utilizing abutting City <br />owned sidewalks and parking stalls for outdoor dining on a temporary basis. This would allow outdoor <br />dining seven days a week during normal business hours. A restaurant, at a minimum, would need to apply <br />for a City encroachment permit. Restaurants would need to follow all State and County COVID-19 public <br />health guidelines along with meeting County Environmental Health and ADA requirements. Restaurants <br />would also be responsible for installing street traffic barriers, setting up and breaking down their own <br />tables and chairs, and would need to apply for state Alcohol Beverage Control patio liquor permits, if they <br />would like to serve adult beverages outdoors. <br />City staff also explored the feasibility of the parklet program outside of the downtown. The program would <br />be limited, as the City's main commercial corridors along Woodside Road and EI Camino Real are State <br />Highways and are owned by Caltrans, and there are additional public safety concerns on allowing parklets <br />on major City transit thoroughfares. <br />Duration <br />Allow temporary usage of City downtown sidewalks and adjacent parking stalls 7 days a week during <br />normal hours of operation. The program would run from July to late September and City staff and the City <br />Council would reassess the program in September. <br />Use of Private Sidewalks and Parking Lots in Retail Centers <br />In order to assist restaurants citywide, City staff is also exploring allowing retail centers to utilize portions <br />of their private parking lots for outdoor dining, carhop dining and takeout. The expectation of the <br />taskforce is that all retail centers and businesses with private parking lots could participate in the program. <br />City planning staff is working to identify a process that would allow alternative uses of private sidewalks <br />and parking lots in the City's business and retail centers and is reviewing permit policies to allow the usage <br />of private retail center sidewalks and parking lots for outdoor dining. <br />Duration: <br />Allow temporary usage of private parking lots 7 days a week during normal hours of operation. The <br />program would run from July to late September and City staff and the City Council would reassess the <br />program in September. <br />Business and Community Outreach <br />The City's Communications team is in the process of preparing a citywide survey to solicit input from the <br />greater Redwood City community regarding the proposed downtown street closures. Additionally, a <br />survey for retail center landlords and restaurants located in the City's major retail centers is being <br />prepared to see if there is any interest in the proposed private parking lot program. The results of these <br />surveys may also identify issues that may need to be addressed that staff nor the consultant team may <br />not be aware of.
