8.B. - Page 3 of 142 <br />ANALYSIS <br />City Manager and City Attorney: <br />Following the annual performance review process, an Ad Hoc Committee comprised of the Mayor and <br />Vice Mayor considered appropriate salary and benefit adjustments for the City Manager and City <br />Attorney, with consideration given to job performance, cost of living adjustments given to other City <br />employees, internal equity, and relative position within the labor market. In order to reward successful <br />performance, to provide the same cost of living increase provided to other City employees, and to <br />maintain competitive compensation packages, the Ad Hoc Committee recommended the following salary <br />increases for the City Manager and the City Attorney. <br />This recommendation was to be considered by the City Council on March 23, 2020, but the agenda item <br />was deferred at the request of the City Manager and City Attorney so that the City Council could consider <br />COVID-19-related matters. <br />The Ad Hoc Committee met on May 26, 2020 to discuss 2019 compensation adjustments. Due to the <br />COVID-19 pandemic and associated financial challenges facing the City, both the City Manager and City <br />Attorney have requested to forego their 2019 three percent (3%) merit increase, and in addition, the City <br />Manager has requested to forgo the 2019 one percent (1%) internal equity adjustment.
