<br />The revised recommendation from the Ad Hoc Committee is as follows:
<br />SEIU/RCMEA/PSA/COA/Confidential/Executive Management:
<br />As of April 30, 2020, the City has collected $23.3 million in sales tax revenue. Staff is anticipating that
<br />sales tax revenue for Fiscal Year 2019-20 will exceed $24.5 million. As a result, COLA salary increases of
<br />three and one-half percent (3.5%) for SEIU for 2021, and RCMEA, PSA, COA, Confidential and Executive
<br />Management for 2020 are recommended in accordance with Memorandum of Understanding (MOU)
<br />requirements and the Executive Summary of Benefits.
<br />Amendment to Executive Management Summary of Benefits:
<br />In 2019, City Council approved the classification of City Clerk to transition from Council Appointed to
<br />Executive Management, and the reinstatement of the classification of Human Resources Director.
<br />CalPERS mandatory employee member contributions for new members (Tier 3) are subject to the
<br />provisions of the Public Employee Pension Reform Act (PEPRA), including provisions governing reportable
<br />compensation. The mandatory member contribution for Tier 3 members is 50% of the normal cost of the
<br />benefit, subject to change each fiscal year. Amendments to the Executive Management Summary of
<br />Benefits include updating list of classifications within Executive Management, and updating Tier 3
<br />mandatory member contributions to CalPERS pursuant to PEPRA provisions.
<br />FISCAL IMPACT
<br />The combined proposed COLA increases for Council appointed classifications will result in an estimated
<br />total annual cost of $26,000. This amount includes salary, salary -driven benefits (such as pension
<br />contributions), and required payroll taxes.
<br />The COLA increases for SEIU, RCMEA, PSA, COA, and Executive Management were previously approved
<br />by City Council in 2018 and 2019, and funds are included in the Fiscal Year 2020-21 Recommended Budget.
