On June 26, Temporary Street closures referenced below will begin and allow use of <br />designated parking spaces for outdoor dining and grab and go delivery. While the term for the dining <br />program is from June 27 to the end of September, staff and the task force will review the program after <br />30 days to address any unforeseen issues and solicit feedback from restaurants and patrons. The program <br />includes the following components: <br />Downtown Streets Affected by Temporary Partial and Full Closure to Vehicular Traffic <br />Staff reviewed the option of full and partial closures of the following streets to allow expanded dining on <br />sidewalks and parking stalls on a temporary basis. (See exhibit to Attachment B: Downtown Outdoor <br />Dining Map - Street Closures and Sidewalks.) A 12 -foot traffic lane in the middle of street allows <br />emergency vehicles and pedestrians to pass. Barriers between the traffic lane and tables and chairs will <br />be set up and taken down by City staff. <br />• Main St. - between Middlefield and Broadway <br />• Broadway St. - between Main and Jefferson (Jefferson open to traffic) <br />• Broadway St. - between Jefferson and Middlefield (Middlefield open to traffic) <br />• Theater Way <br />Streets not closed, but have expanded dining using sidewalk and parking spaces for outdoor dining <br />include: <br />• 2400 block of Broadway St. - between Hamilton and Marshall (Broadway St. open to traffic) <br />• 2600 block of Broadway St. - between Perry St. and EI Camino (Broadway St. open to traffic) <br />Concern was raised by a representative of the Downtown Neighborhood Association at the June 8 Council <br />meeting about access to the parking structure underneath the Redwood Plaza Village Apartments building <br />on Main Street. Main Street has partial closures on the 800 and 900 blocks to accommodate access to <br />residential parking structures at Redwood Plaza Village Apartments and City Center Plaza. This <br />configuration also allows access from Jefferson through the Main parking lot behind City Hall. <br />Duration <br />City staff has evaluated three and seven day a week temporary downtown street closures for the outdoor <br />dining program. A three day per week closure would take place on Friday, Saturday and Sunday. City staff <br />would set up on Fridays and break down street closure barriers on Mondays during normal City operating <br />hours. Another option for seven days a week was evaluated by staff per Council direction at the June 8 <br />study session. The primary difference between three and seven day partial closure is less staff costs to <br />stand up and break down closure barriers as this would be done once, but there is an increase in program <br />costs for security and social distance monitoring which is provided in the chart below. A seven day closure <br />could also present some inconvenience for non -restaurant business customers who want to park close to <br />these businesses. <br />Following the City Council feedback received at the June 8 Council meeting, and after additional <br />discussions with the City staff Outdoor Dining Taskforce and downtown business stakeholders, City staff <br />recommends proceeding with a seven day a week closure of select downtown streets to allow for <br />expanded outdoor dining to support Redwood City Restaurants from June 26, 2020 to September 30, <br />2020.
