The timeframe and closures for the City's proposed temporary <br />downtown street closure for outdoor dining can be altered or retracted at the Council's or City staff's <br />discretion at any time. The proposed resolution (Attachment B) would further authorize the City Manager <br />to reopen the identified Downtown streets at an earlier date or re -program the closures for less days (i.e. <br />3 -day rather than 7 -day street closures. <br />Outdoor dining will be allowed until 10 p.m. but most restaurants close before that time. No amplified <br />music is allowed. The cost <br />estimates below do not include time for public safety and permit processing. RCIA has agreed to provide <br />$70,000 to help defray staff costs. RCIA and their consultant, New City America are assisting with <br />marketing, security, street and sidewalk cleaning, outreach/communication to Downtown businesses and <br />costs for additional barriers for street closures. <br />Layout of Tables and Chairs for Dining in the Downtown during Closures <br />Staff has identified areas along each street where tables and chairs can be set up on sidewalks and in <br />parking stalls that meet the six-foot social distance requirements, ADA and pedestrian walk -way <br />requirements. Restaurants will need to factor in the six-foot spacing when setting up tables and chairs <br />and designating areas to accommodate strollers, umbrellas and customers waiting for tables. Restaurants <br />are encouraged to implement a reservation system to better manage demand for tables and social <br />distancing. <br />Required Permits <br />Restaurants that want to use public and private property must complete and submit a Temporary Outdoor <br />Dining Permit (COVID-19) application that is based on the City's encroachment permit application to the <br />City. The encroachment permit fee has been temporarily waived by Proclamation, subject to Council <br />ratification this evening. There is also no fee for the private property use permit. Restaurants will also <br />need to obtain an ABC permit to serve alcoholic beverages to outside diners and any other regulatory <br />permits that may apply. <br />In anticipation for an influx of restaurant permit submissions, and to expedite the permit approval <br />process, we have reallocated some engineering staff to assist with processing the permit requests.
