6.G. - Page 5 of 31 <br />FISCAL IMPACT <br />Downtown Street Closure Program Costs <br />City staff are responsible for setting up barriers to close streets and separate diners from the center traffic <br />lane. The cost <br />estimates below do not include time for public safety and permit processing. RCIA has agreed to provide <br />$70,000 to help defray staff costs. Sufficient funding for a 7 day a week closure program is available in <br />the City's Parks, Recreation and Community Services Downtown Development fund, which is typically <br />used for downtown summer events. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines Section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. Similarly, the proposed activity falls within the <br />scope of CEQA Guidelines Section 15061(b)(3), in that it can be seen with certainty that there is no <br />possibility that the activity in question, namely outdoor dining on public and private property, will have a <br />significant effect on the environment.
