6.H. - Page 1 of 24 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: June 22, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Agreement for Services with AARC Consultants, LLC to conduct a risk and resilience assessment and <br />update to water system emergency response plan <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute an Agreement for Services with AARC <br />Consultants, LLC to conduct a risk and resilience assessment and update to the water system emergency <br />response plan in an amount not to exceed $108,205. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />The City of Redwood City (City) maintains a potable water system servicing approximately 90,000 <br />residents via roughly 24,000 service connections. America's Water Infrastructure Act (AWIA) of 2018 <br />requires water systems to conduct risk and resilience assessments (RRA), and systems serving a <br />population between 50,000 and 99,999 must submit an RRA to the Environmental Protection Agency <br />(EPA) by December 31, 2020, for review and certification of compliance. Upon receiving certification, the <br />City must update its existing emergency response plan (ERP) by June 30, 2021, to also be certified by the <br />EPA. <br />To achieve these objectives, staff issued a request for proposals (RFP) on March 9, 2020, for "Risk & <br />Resilience Assessment & Update to Water System Emergency Response Plan". In response to the <br />coronavirus pandemic, staff posted multiple amendments adapting submission guidelines and extending <br />the RFP submission deadline.
