AARC addressed all
deliverables outlined in the scope of the RFP and received positive references supporting their ability to
undertake the project. They are currently engaged in five AWIA projects within the State of California and
another five throughout the United States. Their proposed timeline for completion of the RRA and ERP
update would achieve the City's goals sooner than the EPA's deadlines. For these reasons, staff finds
AARC's proposal to be the most advantageous to the City's needs. Staff recommends awarding an
Agreement for Services to AARC Consultants, LLC.
FISCAL IMPACT
Funds for this agreement will be allocated from the FY 2020/21 Water Supply and Distribution operating
budget.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
189
