6.H. - Page 16 of 24 ATTACHMENT A <br />environment, ensuring confidentiality. <br />Quality Assurance/ Quality Control (QA/QC) <br />The Consultant's Project Manager (PM) shall ensure that stringent quality procedures are <br />performed. QA/QC shall also incorporate a general review of personnel to ensure an <br />acceptable level of expertise is maintained for quality products. Deliverables prepared <br />under this contract shall be subjected to three levels of review: <br />Level 1: Deliverables shall undergo a detailed review by the PM and Technical Leads to <br />ensure that the documents are technically accurate, consistent, clear, and actionable. <br />Level 2: Deliverables shall be reviewed by the Technical Editor for grammar, clarity, and <br />formatting. <br />Level 3: Deliverables shall be reviewed by the Principal in Charge prior to submission. <br />The PM shall conduct periodic meetings with City staff (in-person and conference call or <br />webinar) to review project status, discuss analysis results, and plan next steps. <br />Consultant shall continuously check in with the United States Environmental Protection <br />Agency (US EPA) for any American Water Infrastructure Act (AWIA) requirement <br />changes or updates and shall utilize any such information to complete the RRA and <br />Emergency Response Plan (ERP). Overall project management shall ensure all tasks are <br />fully completed and within the allocated budget and timeframe. <br />Risk Analysis Software <br />Consultant may employ a number of tools for performing the RRA analysis. Consultant <br />has experience with the non-proprietary, USEPA-developed Vulnerability Self - <br />Assessment Tool (VSAT), the proprietary Program to Assist Risk and Resilience <br />Examination (PARRS), and Consultant's own Risk and Resilience Analytic Tool (ARRT). <br />VSAT Web 2.0 is an "approachable" tool designed for non -specialists. VSAT would <br />enable City staff to perform self- evaluations to remain compliant with AWIA. However, <br />VSAT has limitations that shall be discussed with City staff. <br />The more sophisticated Program to Assist Risk and Resilience Examination (PARRS) is <br />a proprietary software package with yearly fees (—$500/user/year) and a steeper learning <br />curve. Proprietary tools can be very powerful; however, they require ongoing investment <br />of time and money as well as specialized knowledge to employ in managing risk and <br />resilience. <br />AARC has developed a tool (ARRT) that is more flexible, customized, and client -oriented <br />than VSAT and PARRS, and this option shall also be discussed with the City. <br />REV: 06-04-2020 MI <br />ATTY/AGR.2020.088/ARRC Consultants, LLC (Page 13 of 20) 203 <br />
