6.J. - Page 2 of 103 <br />ANALYSIS <br />When researching new equipment, staff is continuously seeking ways to embrace new technologies that <br />reduce the City's carbon footprint while aiding and improving operational efficiencies in parallel with the <br />service deliverables provided to residents. After thorough market research, staff identified a vehicle <br />equipped with a fully battery -powered boom and aerial apparatus. The vehicle's main engine will remain <br />diesel -powered as no alternatives within this class of vehicle are available for purchase. However, the <br />main engine will only be used to travel to and from job locations. The overall functionality of the vehicle <br />will operate much like a hybrid vehicle, whereas past technology required the continuous operation of <br />the main engine. The new vehicle's battery -powered boom and aerial apparatus will eliminate hours of <br />engine idling, thus reducing emissions, noise, and stress on the vehicle as they will no longer be reliant on <br />the main engine for power. <br />On March 2, 2020, staff released a Notice Inviting Bids, the bid submission period closed on March 18, <br />2020, with two bids received. Due to circumstances arising from the current coronavirus pandemic the <br />opening of these bids was postponed to June 1, 2020. <br />The bids received are summarized below: <br />In accordance with Section 2.67.3 of the City's Municipal Code, Towne Ford meets the definition of a local <br />business and was given a one (1) percent preference, calculated on the total taxable amount of their bid. <br />After taking this adjustment into consideration, staff recommends awarding the bid to Altec Industries, <br />Inc. of Birmingham, AL as they are still the lowest responsive and responsible bidder. <br />FISCAL IMPACT <br />Funds in the amount of $191,156.54 are available in the FY 2019/20 Equipment Replacement Fund.
