6.K. - Page 3 of 8 The Downtown Parking Meter Zone currently ends on the 1500 block of Broadway and does not include the 1600 block. See attached map (Attachment B). In January, prior to the start of the pandemic, staff monitored the parking on the 1600 block over the course of one week and observed greater than 90% parking occupancy during most hours of the day. Several vehicles did not move at all during the week. The 1500 block of Broadway, where meters are currently located, saw average parking durations of 2 hours or less. The 1600 block saw average parking durations of about 4 hours. Based on observations and the collected data, area businesses would benefit from the installation of parking meters and regular monitoring of the parking supply. Following discussions with the requestor in April 2020, staff conducted additional parking monitoring. During all periods of monitoring the parking was between 95% and 100% occupied even though the majority of businesses were closed at the time due to the Shelter in Place order. It is likely the vehicles parked were from the nearby residential neighborhood or associated with businesses in the downtown core. Installation of parking meters will encourage street parking usage for the area businesses during the day and discourage the current long term parkers from using the needed street space at that time. In the evenings, when the area businesses are closed, the parking will be available for longer term parking overnight. The adjacent residential neighborhood has a permit parking program so it will not be significantly impacted by commercial/commuter vehicles displaced by the proposed changes. Any residential vehicles that are displaced can apply for a residential parking permit to park in the neighborhood. As future development occurs, the downtown area is effectively expanding. This will require additional parking management in those areas. To proactively address this, staff will evaluate the parking zones and parking needs as part of the Central Redwood City Planning process. All residential frontages that are unmetered in the current meter zone and/or located in the proposed meter zone will remain unmetered. Meters would only be installed next to commercial properties. Approval of this item and the expansion of Meter Zone A provides staff with the authority to install parking meters in the subject area. However, they will only be installed when the demand for them exists. Should the Shelter in Place restrictions continue and limit the need for parking turnover, installation of the meters would be delayed accordingly. FISCAL IMPACT The Parking Fund's FY 2018-19 operating budget was $3,200,000 and it had revenues of $2,600,000. The estimated annual fiscal impacts of expanding Meter Zone A are: • Increase revenues by $40,000; • Increase operational expenses (maintenance and revenue collection) by $7,500; and • Increase enforcement expenses by $5,200.
