As a follow-up to the January 2019 One Day Count, which showed a sharp increase in homeless households living in RVs, the County Human Services Agency conducted a survey in September 2019 of 80 RV households, with 115 adults and 15 children (Attachment 1: County of San Mateo 2019 RV Survey Findings). Over half of the households surveyed were from South San Mateo County, with the majority of those surveyed living in the Redwood City area. The survey revealed the following statistics concerning RV residents at that time: • Eighty four percent (84%) of adult RV residents were between the ages of 35 and 64 • Ninety one percent (91%) were adult -only households, with nine percent (9%) of them families with children • Sixty seven percent (67%) were male, thirty two percent (32%) were female and one percent (1%) were transsexual • Thirty nine percent (39%) were Hispanic, thirty three percent (33%) were Caucasian, nine percent (9%) identified as "other", four percent (4%) were Asian, two percent (2%) were Native Hawaiian/Pacific Islander, two percent (2%) were Black/African American, and one percent (1%) were American Indian/Alaska Native • For sixty nine percent (69%) of RV residents, their prior residence was in San Mateo County, with thirty one percent (31%) reporting a prior residence out -of -county • Eight percent (8%) reported having a home elsewhere, but were living in their RV to be closer to work • Sixty four percent (64%) reported being fully or partially employed with an average monthly income of $2,270 for households that were fully employed • The reasons cited for RV residency included: high cost of rent (54%), other (17%), eviction (13%), family conflict (11%) and loss of income (5%) Costs/Staff Impacts Related to Mitigation Efforts The City's Fire, Police and Public Works Services Departments have been working in concert to provide clean-up and response to areas of the City with concentrations of RV residents. Table #1 provides estimated costs and staffing impacts for RV -related mitigation efforts (e.g. trash clean- up, dumping and street sweeping) and response to call -outs (e.g. disturbances, health and safety emergencies, fires and criminal activity) for calendar year 2019. Not all costs and impacts are tracked separately from overall homelessness response efforts; therefore, it was necessary to estimate a percentage related solely to RV residents.
