8.A. - Page 4 of 45 Further, in December 2019, the City Council allocated $100,000 to the Healthy Streets Initiative including: • Public Works Services - $70,000 (personal protective equipment, equipment trailer and disposal costs for clean-up of RV and homeless encampment areas) • Wastewater disposal vouchers - $30,000 For the short term goal of mitigation, prior to the Covid-19 pandemic outbreak, the City undertook monthly street sweeping (requiring the mandatory movement of RVs) and clean-ups in areas where there are the highest concentration of RVs on the street and provided vouchers for gray and black water disposal at a local dumping and water refill station. Additionally, the Downtown Streets Team (DST) has been partnering with Public Works Services to assist with mitigation efforts by targeting two of the RV hotspot areas in their daily clean-up schedule. DST is funded by the City at a cost of $378,664/year to develop their model of engagement and support for homeless individuals through forming work teams that provide cleanup services for the City. Since the Covid-19 pandemic outbreak and the implementation of "Shelter in Place" orders for health and safety, City staff has continued to undertake clean-ups, but has discontinued the mandatory movement of RVs for street sweeping based on the Centers for Disease Control (CDC) guidance.
