Further, staff at the Fair Oaks Community Center, in partnership with LifeMoves' homeless outreach team, continues to facilitate access to the countywide shelter system for individuals seeking alternative emergency shelter options. Research and Community Engagement The Ad Hoc Committee built upon the best practices research already done by the HHCC members and engaged with other communities who have developed or are developing options for solutions. Working together, members from the Ad Hoc Committee made site visits to East Palo Alto, Mountain View and San Jose to learn about these cities' response to RV residency and to view their safe parking facilities. In addition, committee members and staff had conversations with other cities at the February conference of the National Alliance to End Homelessness. Several community meetings were held, including: • A meeting in the Centennial Neighborhood with neighborhood residents (18 attendees) and a separate meeting with RV residents parked in that neighborhood (four attendees) • A meeting in the Oddstad Business District with local business owners and employees (20 attendees) and a separate meeting with RV residents parked in that neighborhood (34 attendees) • An Ad Hoc Committee meeting via Zoom with a presentation of staff's proposed Safe RV Parking recommendations (27 attendees) • A general community meeting via Zoom to share staff recommendations and hear feedback and questions before this evening's meeting (46 attendees) Notes from the Centennial and Oddstad meetings are provided as Attachment 2: Community meetings notes. The community meetings both provided an opportunity to elicit support for the short term mitigation strategies and to provide input to the Ad Hoc Committee's work on long term solutions. City staff has followed up with post -meeting email updates to all meeting participants, including an invitation to tonight's study session. ANALYSIS There are several issues that have arisen with the increase of RV residency on City streets, including: • RV residents living in locations not intended for that purpose, leading to impacts on neighborhoods and business districts • The lack of long-term, stable, permanent housing for RV residents • Insufficient access to social services (including for mental and physical health, substance abuse, food insecurity, domestic abuse, veteran's issues) and employment assistance for some RV residents • Accumulation of belongings and debris around the exterior of some RVs, leading to aesthetic, traffic safety, fire safety, and personal and environmental health issues • Inoperable RVs that cannot be moved on a regular basis and impede street sweeping and other clean-up operations Page S of 14 City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore 395
