8.A. - Page 7 of 45 • The disposition of RVs owned by those who transition into permanent housing and whether they would be sold to others and then once again used in Redwood City was raised • The Redwood Shores Community Association would like a complete 24 hour ban on RV parking, or, at minimum, a two-hour parking limit Proposed Safe Parking Programs Staff and the Ad Hoc Committee proposes to address the impacts of RV residents living on the street by combining enforcement related to those impacts with a Safe Parking option for RV residents as they transition back into permanent housing. While the proposed recommendations do not address all RV residents living on the street in Redwood City, they do address the majority of RV residents living on the street in Redwood City. As such, the Ad Hoc Committee is proposing the following: 1. Establish a two year Safe Parking Program including: a. Implementing an on -street RV Parking Permit Program b. Standing up an off-street RV Safe Parking Facility c. Continuing mitigation strategies related to RV residency on -street parking impacts 2. Adopting Parking Ordinance Amendments including: a. Prohibiting Overnight RV Parking on City Streets b. Establishing a two-hour parking limitation for all vehicles on Oddstad Street between 9:00 a.m. and 6:00 p.m. c. Repealing an existing ban on using vehicles as sleeping or living quarters Implementing an RV Parking Permit Program Staff recommends implementing a Parking Permit Program that provides up to 110 on and off-street RV parking permits to accommodate the current population of RV residents in Redwood City. To be able to receive a renewable parking permit (as further detailed below), all persons residing in the RV must: • Commit to engage in efforts to find permanent housing and/or a permanent parking option off the street • Have a valid driver's license • Not be registered as a Sex Offender • Not have a conviction as a violent felon within the last two years Further, the RV must: • Be owned by one or more of its residents • Be operable • Have a valid registration and insurance Staff also recommends partnering with the local non-profit agency LifeMoves to provide outreach and case management services for participants in both the RV Parking Permit and Safe RV Parking Facility Programs, as well as operation of the Safe RV Parking Facility discussed below. LifeMoves is a long-time partner of the City, providing shelter and services for homeless families and individuals in our community. In particular, LifeMoves currently provides homeless outreach services, working closely with the Redwood City Police Department, the Fair Oaks Community Center, the County of San Mateo, and other homeless services providers in the community.
