8.A. - Page 8 of 45 <br />Staff proposes engaging two LifeMoves Case Workers — at least one bilingual in English and Spanish - to <br />provide outreach, engagement and case management services to the RV residents in Redwood City. <br />The Parking Permit Program would involve a four -step process: <br />Step One: An initial application <br />Three methods would be available for RV residents to complete the initial application: <br />• Online through the City of Redwood City website <br />• By phone with assistance from a City staff member who would complete the online <br />registration process for the caller <br />• Through one-on-one assistance provided by a LifeMoves Case Worker, or other homeless <br />outreach/services partner, for those unable to use of any of the other methods <br />Step Two: Initial screening and Verification of Eligibility for an RV Parking Permit, undertaken by <br />LifeMoves Case Workers in partnership with City staff <br />Step Three: Background Check by the Police Department, including: <br />a. Verification of valid driver's license and vehicle registration <br />b. Inclusion in Sex Offender Registry <br />c. Conviction within the last two years as a violent felon <br />Step Four: Issuance of RV Parking Permit <br />Two permit types would be available: <br />a. Transitional Permit — if the applicant and/or other adults living in the RV do not meet all <br />program criteria and/or the RV is not fully operational, the City would issue a transitional <br />permit for a ten (10) day period and vouchers for proper disposal of gray/black water. <br />If the applicant and all other adults living in the RV make substantial progress toward <br />meeting the criteria for a renewable permit, the transitional permit may be extended, in <br />ten (10) day increments to enable compliance. <br />If the applicant and all other adults in the RV are not able or willing to meet the criteria for <br />a renewable permit, they would be required to seek alternative options for parking their <br />RV and/or find permanent housing. <br />b. Renewable Permit — If the applicant and all other adults living in the RV meet all criteria and <br />the RV is fully operational, the City would issue a renewable permit for an initial thirty (30) <br />day period, and vouchers for proper disposal of gray/black water. <br />All applicants who receive a renewable permit would be eligible to utilize the Safe RV <br />Parking Facility, space permitting. <br />As a condition of permit renewal, all RV residents must continue to abide by all City rules <br />and regulations. <br />Page 8 of 14 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />398 <br />
