8.A. - Page 9 of 45 As a condition of the RV Parking Permit, permit holders agree to: • Visibly display their permit at all times • Use proper dumping sites for the disposal of waste water and garbage • Keep the area around the permitted vehicle clean and free of excess garbage/debris • Not store personal belongings outside of the permitted vehicle • Move the RV a minimum of once every 72 hours to a different street • Comply with all local laws The City, in partnership with LifeMoves, the County of San Mateo, and other local homeless service providers may assist with: • Location of permanent housing options • Payment of outstanding fines, up to a maximum dollar amount • Assistance in obtaining a valid Driver's License, RV registration and/or RV insurance, including fee payment up to a maximum dollar amount • Diagnosis and correction of RV operational deficiencies, up to a maximum dollar amount • Enrollment for Veterans, disability and other social service benefits Safe RV Parking Facility In order to provide a more stable, safe and centralized location for RV residents to reside and to receive supportive services, staff is recommending the establishment of a temporary Safe RV Parking Facility. Safe Parking Programs provide a reliable transition space and services for participants as they work through challenging life circumstances and make needed changes to move toward being permanently housed and, where applicable, reemployed. The proposed Safe RV Parking Facility would not be available for transient workers or professionals who are residing in an RV as a convenience or to save money. Solutions for those residents may require a more regional approach involving employers, developers, labor unions, and other levels of government cooperation and support. Model Safe Parking Programs in Other Jurisdictions Safe Parking Programs can be tailored to fit the particular needs of and locations available in a community. Programs may include some or all of the following: • Locations authorized on privately -owned property or limited to public property • Overnight only or 24-hour • Provision of services on-site (food pantry/meals, portable showers and toilets, counseling, employment assistance) or parking only • Services provided through community and/or faith organizations and/or under independent contract • RVs and vehicles allowed or limited to RVs or vehicles • Privately -funded, public/private partnership or publicly -funded only As previously noted, staff and Ad Hoc Committee members made site visits to East Palo Alto, Mountain View and San Jose and spoke to staff members about the cities' respective safe parking facility programs.
