8.A. - Page 10 of 45 Proposed Parking Facility Features Staff proposes to utilize a portion of City or County -owned property on Maple Street for the parking facility. The facility would consist of a site with designated parking spaces for approximately 20 to 30 RVs, and would also include: • Resident Services Coordinator/external security provided by LifeMoves to ensure only authorized users are present at the facility and to address any issues/problems that arise • Portable toilets • LifeMoves Case Workers available to assist RV residents in seeking social services, employment assistance and permanent housing • Waste water disposal vouchers • On-site garbage disposal Staff recognizes that, with a maximum of 30 parking spaces and a current census of, at minimum, 102 RVs parked on City streets, not all RV residents will be able to access the parking facility. Based upon the experience of other jurisdictions with similar programs, most RV residents will circulate between on -and off-street parking, thereby freeing up space for others to rotate into the parking facility. Ultimately, the goal is for significant attrition to occur (via LifeMoves case work) in on and off-street parking through a transition to permanent housing. Since there will be a limited number of facility parking spaces, staff proposes using a priority ranking system to determine who will be granted access to the facility. A possible ranking system would be: 1. Families with children enrolled in Redwood City schools 2. Seniors (60+) 3. Individuals with a disability under the Americans with Disability Act 4.
